yes you do, the snow terrain only shows when you are playing on a lot that is snowing and then leave it ^^ on seasons, the neighbourhood shows the weather of the last lot you were playing. but there are mods you can dowload to have a snowy neighbourhood without seasons ^^ there are some here in mts2 just look for it and you'll find ^^

I've never downloaaded a terrain so do you have to extract it

Yes. Everything in a .zip or .rar file needs to be extracted from the archive.
