I'm assuming you're asking because it looks like you're a builder. I used Boolprop constrainfloorelevation false. Do you know how to make stealth stairs? It's the same concept. On the 1st floor I placed modular stairs just like you would outside on the ground. Placing one set then placing the second at foot of the first. It indents your floors just like it would outside on the ground. Then you place some flooring from the landing of the second set of modular stairs to where you want your shortened stairs to start. Place the stair, add the rails, change the color (if they're re-colorable) before you put the flooring back. Once the flooring is set back to normal you can't change the color of the top stair without bringing the floor down again. Then viola! They're two steps shorter than a normal set of stairs. Your sims will do a step "hiccup" and will magically transport the last two steps to the top. Same for going down. I use it all the time and have never had a problem. It makes building a whole lot easier.
