Cute isn't she. Unfortunately she was bred in-game rather than made in Bodyshop. I don't think there's any way I can do it is there?
If it's any help, the dress she's wearing came from Lucky Sims http://sims2.luckyxxx.net/ and her hair from Rose Sims http://www.rosesims2.net/

You can export her with SimPE.
