Yes they are.

We can assign a "genetic" number to eyes, that will determine if this color is genetically dominant or recessive. I did not change this number when creating these eyes, so it should be a dominant color.

I have a white-tiger skin in my game. I wish I had these eyes before I created a Family Aspiration tigress with it. ::sigh:: Perhaps I should create another Sim with these eyes, and mate them.
