I guess this is one of these "I didn't know I need it till I saw it"-items... :D
After an atomic apocalypse, what kind of television would there be? Well, with the electromagnetic pulse of atomic explosions and people hiding in the vaults instead the studios you can call yourself lucky if you get a test pattern.
Though, your post-apocalyptic sims are desperate for entertainment and will cherish the slightest bit of whatever they can get. They will still gain fun from this program, they can work out to it and even learn cooking from it (I guess apocalyptic circumstances make creative). So don't wait any longer and let your sims enjoy timeless classics like "Ants in a Blizzard" or "Horizontal Bar Strikes Again" today!

It goes without saying that these have appropriate noise sound.
There's even an emergency screen from that fatal moment still on air (with sirens playing):

"To the vaults!"

Into the bargain, you are spoilt for choice with eight test patterns based on original ones from around the 40s/50s (At this point, thanks to this lovely site of tv history: ggninfo.com). One is general and seven are from specific stations, all simified of course. Please check the attachments for the picture.
Of course all complete with a lovely beep! But don't worry, I kept it rather quiet to keep it from being annoying. If it's too quiet for you you can use the cheat "floatProp tvVolume x.x" (insert a value between 0.0 and 1.0 for x.x) to adjust the tv volume.
I know I said I'm too busy in my last upload, but I programmed the noises all myself (using Processing), so I can actually call it practice of university stuff with clear conscience. Also, the icon of the emergency screen is my original work.

PS: Please give me a note if you use this in a movie, I'd love to see it!

where did the TV in the pictures come from? is there somewhere I can download it? or was it added using a photo editing program?

these are so cool
i won't be using them, since they scare the crap out of me (dead air, dead signals & test patterns do that for some reason) but the concept is really neat and the niche definitely exists

But it is not working, help! If i'm turning the TV on, the screen is black and there are no voices. Can someone help me?

Some graphics card don't work for the Sims' TV and computer screen. Does the normal TV program that comes with the game work for you?

IMPORTANT: These files do NOT go into downloads! Instead, go to My Documents\EA Games\The Sims 2\Movies\Broadcast and then put the choosen clip into every channel where you want it to appear.

I didn't find this text in over there even I read it several time, but I did find it from Garden of Shadows, where this awesome creation is also.

I seem to be having the same problem as @sscc. The default television programs work perfectly fine for me, sound and visuals work perfectly on default but on this it just shows a black screen with no sound. It's a shame, but it looks great! Surely those who can use this will put it to good use

Aww, that's a shame! Unfortunately I don't have much knowledge about graphics and movie formats to know what might be the problem. Ironically I made a wrong choice with my last graphics card and had a black screen for TVs and computers for the last couple years myself.

Yavannah, the detailed install instructions are actually here, too, I just checked. You have to click the third tab (next to the "files" tab) and there it is under point three.

I'm clueless, sorry. As I said, with my current graphics card all TVs and computers are black anyway, so I can't do any testing because I wouldn't know when I fixed the issue.

BTW: If anyone has had any trouble with getting this to work (crashing or only a black/white screen showing), try updating your Sims 2 codecs!
