You have to put the files in Documents\Electronic Arts\Les Sims 3\Mods\Packages.
And you will find the columns in the Column section of the Build Mode.

I finally made, for your greatest pleasure, a 1-story version of this set. It was not difficult to do but it needed time... Sorry for this long waiting.

The 1-story version is currently in the moderation queue.
