Does this just go into the downloads folder? I was looking for specific installation instructions for this.

The mod goes in the Downloads folder (and yes, you can have subfolders within reason).
Downloaded or created subhoods go in the appropriate Games (not Neighborhoods) folder (University, Business, etc.) This will vary somewhat depending on which version and which EPs you have - go to EPx/TSData/Res/NeighborhoodTemplate and put it in there. Be careful not to overwrite anything.

To add a properly placed subhood, first start your main hood, then select the type of subhood you are trying to add (Downtown, Shoppng District, University, Vacation....). You don't get the list if you don't do this. Once you have added the subhood, you will be returned to the main game. Go back to the same button and select the subhood again. It will then be ready to play.

I just worked through this whole rigmarole myself, at least twice, so it's fresh in my mind.
