The butler will feed minor pets and fish I believe.

It's much more complicated than that actually, no wonder EA left it out.
Your assumptions are correct but only theoretically.
I already tried the files you mentioned but it won't work, only with the two files I changed. Changing time won't work either, with it set to 200 I witnessed the maid feeding fish thrice in a row.
Fish have no hunger need, the only thing "Feed" is useful for is to reset the counter for their death. This means there's no easy way to control precisely when they need to be fed, in fact with the change I made, Maids will do it just because tanks and bowls are calling for it and it's completely random. To adjust the randomness I had to set a high advertisement but this causes excessive feeding actions sometimes (they're not harmless anyway, just a bit annoying to watch maybe). If I set it too low, Maids will certainly feed them less but sometimes they don't feed them at all, so it's better having them spam feeding instead of letting fish die, imho.

Works fine in my current house, but at first I was worried the maid might stick around all day going back and forth feeding fish, but thankfully that wasn't the case. I haven't noticed fish being fed excessively, but I'm sure different houses of different sizes and different amounts of fish tanks/bowls will behave differently. :P

Maids are still subject to their cleaning time and will respect that, when everything is clean, they will leave (unless inappropriate and start eating food from the fridge or neglect something). By EA deafult, they won't spend more than 7 hours in a house anyway (6 if inappropriate), so multiple feedings won't happen often, everything should work out just fine

Does this also apply to butlers?

It didn't in the original version ... but I betcha it will now
I suspect there will be a couple new uploads very soon
that will work for both maid & butler on both fish and minor pets ...
once MDM tests everything thoroughly.

IMPORTANT - PLEASE READ

It looks like that if you only have 1 aquarium in your lot (no fishbowls), it will be neglected by maids and butlers.
To overcome this issue, add a fishbowl or another aquarium and put a fish inside, then place it wherever you like in your lot.

It's a simple workaround that will completely solve the problem.

where do you get the fish tank?

The Aquarium (or Fish Tank) comes with High End Loft Stuff (SP1).

If you have that stuff pack installed then you may find it under the Hobbies tab
