All you have to do is unzip the package file and paste it in your "Downloads" folder. The path should be something like "Documents" > "EA Games" > "Sims 2" > "Downloads."

yes. and then a box pops up that says somethings may corrupt your game and if i still want to install it check the install custom content box and then reset the game. how do i do that? and if i do, will i have to restart the game all over again?

Hmmm. Is it the box that pops up right after the opening movie thing and loading screen? If it's the box I'm thinking of, you should be all right, and it shouldn't reset any of your existing lots. I would post a screenshot for you of the box I'm talking about, but I am very, very far from my Sims computer right now, unfortunately.

If you do decide to proceed, I would suggest backing up your un-modded Sims data beforehand just in case.

BTW, that thing with levels 7+ getting the money bonus/minus x1000 with the chance cards is the way it is set for everyone. I had the surprise when I tested my still-unfinished Piracy career, my character was supposed to risk losing 3,000 but his fortune sank down to zero and he was above a million, lol.
