I fought with this for a while and felt like I needed to comment to clear things up in case anyone else has this problem. When I first installed this, I was getting the ENB green text telling me it was loading with the game, but it didn't seem to have any effect until I pressed the Shift + F12 to toggle it on, and then everything went all black and super shiny white. Well, here's what I figured out. You have to install the majority of the ENB files in your base game /Game/Bin but the enbseries.ini needs to be wherever the .EXE for your current expansion is located - the one you use to actually start the game. If you don't put it there, it will automatically create a new enbseries.ini in that location with all default settings, which DON'T work with TS3.

Also, I successfully got SweetFX working and using flikk57's preset found here on MTS.
Download SweetFX, you can find it by googling. I'm using version 1.5.1 ... extract it, and rename its d3d9.dll to SWEETFXd3d9.dll so it doesn't conflict with the one ENB uses.
Next, I haven't verified all the correct file locations, yet, so just copy everything both to your base game Game/Bin and the Game/Bin for your newest EP, where the EXE file you start the game is. Ditto with any settings text file you happen to download from searching around.
Then edit your enbseries.ini (I did this in both the base Game/Bin and the EP just to be extra sure) and at the very top in the PROXY section, change EnableProxyLibrary=0 to EnableProxyLibrary=1 and then set ProxyLibrary= to ProxyLibrary=SWEETFXd3d9.dll
This will cause ENB to load and then call SWEETFX in addition. In game, you can press SHIFT + F12 to turn ENB on and off, and Scroll Lock to turn SWEETFX on and off.

Remember to turn off edge smoothing in the in game settings as these two mods will take care of it for you. I'm running both of them and with EVERYTHING in TS3 graphics settings maxed out at 1920x1080 144Hz on a GTX 1070 STRIX OC and everything seems to be keeping a good frame rate so far.

It says that it doesn't work with cc-magic, which I use all the time and have been using in such a detailed way there's no way I'll delete it. Do you know for sure this is true and seriously, why? These programs have totally different purposes. I'm not technical but it just looks weird to me they don't get along.

It was hard to figure out how to install the enb, I would have liked to see a the ini file that was configured for those screenshots in the description. However, I installed the enb, and the only thing I changed was disabled bloom in the ini file. It look good, I think.

I have a question: how do you (the sims 3 players that is) take pictures with the enb installed?

ENB now supports adding in dynamic lighting relatively independently from the game's own lighting, could this work in the sims 3?
