I just found a version of the unlocked items for apartment problems that was updated for the November patch: City Living apartment problems for any lot - Updated for EP03 Cats & Dogs. I'm not sure if it still works, but it's worth a try.

aparkison, I don't know why I wasn't notified of your post and saw it randomly while checking if someone had updated the mod and posted it in the comments; so sorry for the delay. A huge thanks for the link you posted, I'm back from testing it and it works with the very latest patch, the Jungle Adventure one. This is so awesome! Amazing how can I be happy from seeing my sim repairing a pipe with a wrench haha I'm so glad to have these again, gosh! Thank you for the link as I would have never found it by myself *hugs*

It stopped working a long time ago. And the updated version aparkinson kindly linked here was broken by the latest patch 1.47, the Get famous all mods killer patch - it also wants to kill all the sims apparently so yeah killer patch on the loose, run for the hills.

Ah I wish someone would update these as it really added so much realism into the game, sob. There is supposedly going to be a tutorial to update the mods but if it'll need python I wont be able to do it myself, or maybe a batch fix will be made for Sims4studio, we can only hope.

I just tried using them on a residental lot in the Glimmerbrook neighborhood. I could place them, and after a time the fuse box and pipes started acting up -- sparking box leading to power going out and leaking from the pipes -- but there were no interactions available and a repair service sim acted like nothing was in need of repair. So it seems like this does work in a way, but is ultimately broken at present (as of patch 1.55.108.1020).

Just Played With New Horse Ranch Patch. Does Not Work Anymore.
