This is a Maxis Recolour which means that it is a recolour of an item that already exists in your game. Please check the Expansion pack requirements to see which game pack it recolours.
This package contains 11 rugs. The first 9 contain 15 swatches each. 10th rug contains 17 swatches to make a total of 151 pokemon (plus Missingno as a bonus). The 11th rug has only one swatch and is a grey pokeball to represent a 'blank pokedex entry'.

The rugs are 1x1 square and can be used like every other rug in the game. Each one features coloured pixel sprite drawing.

The rugs can be selected from the 'Rug' category in the Build & Buy catalog. The rugs are named to represent the pokedex numbers of the pokemon on that rug and swatch previews are coloured to match the most prominent colour of the pokemon they represent. Each one costs 10 simoleons.

The images for the pokemon were taken from Bulbapedia (http://bulbapedia.bulbagarden.net/wiki/Main_Page)
The image for Missingno was taken from McLeodGaming Wiki (http://mcleodgaming.wikia.com/wiki/MissingNo.)
The original image for the pokeball before being edited was taken from TheCraftChop (http://thecraftchop.com/entries/svg/poke-ball)

Happy Pokemon hunting!

These are neat.
Constructive criticism though: These are kind of lazy. You should try designing rugs around the pokemon sprites that match the pokemon, remove the white background (this might be tedious because sprites usually have 'noise' pixels around them, but it can be helped by using partial transparency in the sprite), and then put the pokemon sprites in the rugs.

As an example, Charizard is a fire type, and is a third evolution. So a larger, red, intense-looking rug could fit Charizard really well.
Another example, Bellsprout could benefit from a dark green based rug, with subtle vines around the sides to add variety.

Just try mixing it up a little is all I'm saying! These are still nice though I'm definitely not trying to hate on your mod!
