This is a Maxis Recolour which means that it is a recolour of an item that already exists in your game. Please check the Expansion pack requirements to see which game pack it recolours.
This is Starry Night Over the Rhone by Vincent Van Gogh. This is my favorite Van gogh painting, so I had to recreate it in the sims. Here is more info about this painting. Also shown is a scaled down version.

I took the frame from the cats and dogs painting and edited new swatches. Unfortunately that means CAD is necessary, I believe. There were no base game picture frames with the right dimensions in the base game. If anyone has a better mesh to put this on that would be base game id love to make it base game. Colors are brown, dark brown, black, and white. This item can be found in paintings and posters for 945 Simoleons.

The picture does stay sharp for the first two or three enlargements, as you wanted, but the frame also gets bigger, of course, which might be a little bit overwhelming at three enlargements (but who needs a painting the size of a house anyway?). I hope somebody has a suitable base game frame you can use because the painting is an excellent choice and looks great on the wall.

I like the +8 Environment score too. A fine painting like this absolutely should make a room special.

This is definitely a keeper. Van Gogh paintings are perfect for The Sims.
