Is it possible to make this a residential lot? It would be great to let the Pmeasant twins kinda live together and still apart.

It is possible to convert this lot to residential. First, make sure there are no sims living in the lot. Second, go to the lot and press ctrl + shift + c, then type "changelotzoning residential." Third, save the lot, exit to neighborhood view, and you will see that the lot is now residential.
