I'm about to reinstall The Sims 2 and I was almost resigned to using the Maxis one because it’s one of my favourite neighborhood and I couldn't find a clean version with the townies anywhere.
Are you planning to do other neighborhoods?
So far I have not been able to find Desiderata Valley and the subhoods.

While I suspect the method is rather straight forward, if time consuming, would you mind briefly summarising your process?
I am going to be starting my own Sims 2 game after a long hiatus and my plan is to use an empty Pleasantview with the former playables as Townies

For extracting the sims follow the intrusctions on this webite

After you have extracted the sims you then created them in CAS just like a normal sim.
You don't have to make each townie be their own family since you can use the relationship panel remover to remove the relationships with the other townies in the family and you can use last name copier to set their last names.

Once you have made all of the townies you then move them on to an empty lot where you use memory manipulator to remove the "moved in" memory and set up everything you can't set in CAS.

Once you have everything set up you use the sim blender to turn them into townies and then use the move objects cheat to delete them off of the lot.

For children and teen townies you set one of the adult townies as the parent of the children and teen townies in CAS. Then when on the empty lot you use sim blender to remove the family ties and the memory manipulator to remove the memories of the adult townie having the children and teen townies.

I'd much prefer that the Pleasant twins, for example, knew who their parents were. If it would cause issues further down the line i can live without it.

That is not a necessary step. You can make Daniel and Mary-Sue actually be the parents of Angela and Lilith. I only put that in there because normally townies don't have any parents and start with no relationships, but for what you are doing you can definitely have the parents actually be related to and know their children. :D

Is this similar to meetmetotheriver's Clean Hood Templates? I don't know which one to choose.

meetmetotheriver's Clean Hood Templates don't include the Maxis townies and NPCs. So this is her clean Riverblossom Hills but with Maxis townies and NPC added back in. (This hood has the exact same fixes since it uses her clean template)
You should use meetmetotheriver's original rerelease if you don't want the Maxis townies and NPCs while you should use my version if you do want the Maxis townies and NPCs.
