I can make a few rules, but mainly, the rules are up to you.
1. You must build the house from scratch
2. All/Minimal/No CC is allowed
3. Money limits?
4. Lot size limits?
5. Prizes?

Well i can think up some of the rules, but just need someone to make a list lol and there'd be two sets of rules for the different picks people can do, remeber that they can either build a home themselves or they can re-do a Ea house.
Anyways the rules will be no more then 5 peices of CC, and one for the re-do is that no walls can be torn down, so in short you cant change the layout or add-on..unless you can add-on without deleting walls

Ok i got a rough overview of the rules done..here they are
Rules For Building A New Home

1.Budgeting for the class it will be in (lower class/middle class/upper class)
2.No lots larger then the 4x4, And 5x4, Unless the home is meant to be in a rural area(Aim for urban/suburban eco-friendly
3.No wasted space use ever corner to your advantage

Rules For Re-Doing Old Home

1.Budgeting for the class the house is in (same as with New Home rules)
2.No walls or rooms may be removed, so adding on will be trickey to do unless you plan before hand
3.As much of the original features of the house need to remain as possible

Rules For Both Groups
1.No more then 5 peice's of custom content

Kiara, have the house done by the end of the month, the goal is to have the greenest(eco-freindly)house with low bills(cause in the sims 2 green homes=lower bills...)And yes you can but only on this theard...or at least only on this theard would be good..idk
