All neighbourhoods must be built using blank templates.
All neighbourhoods must be built using blank templates. If an empty template is not used, Maxis families are placed in the sim bin and you cannot delete them without corrupting the neighborhood. Using an empty template also ensures that stealth hoods will not be present, which also contain sims that are placed in the sim bin and cannot be deleted without corrupting the neighbourhood.
To avoid these problems, before you start building your neighbourhood, you need to install an empty neighborhood template and either disable or use empty stealth hood templates. Once your neighborhood is created and you start the game, check the character folder in your new neighborhood. This should be empty. If you choose to include sims, you may do so after, but the blank templates are a requirement.

It looks as though empty templates were not used before creating this neighbourhood. There are NPCs and townies present in the character files.
It looks as though there are default subhoods attached to this custom neighbourhood. Be sure to disable the stealth subhoods before creating clean neighborhoods.
