You need the SimCity 4 game. You can find instructions under Create/SIMS2/Tutorials or search the web but basically you learn by doing

I installed it, it didn't crashed my game, I tried to create a something with it, and it didn't enter, why?

It is not easy to find a small terrain with a separated island (some are not), that isn't in the shape of something, that has beach lots and elevated areas, that has lots of beach-compatible lots, and that isn't dominated by a mountain. Thank you!
