That creator is active, and that looks like they could have made it themselves for a specific sim. It's definitely the Wilma accessory, maybe message them and ask if they will share the recolour?

The coat is indeed the recolor by joebart622. However, I had to edit the mesh because it was created before Pets, and there were some changes that came with that EP which makes the coat look strange (it kind of looks inside out).
