i'm afraid you will need to have an ep installed.
The fence won't show up if you only have the base game installed.

Oh! Oh! Oh! -snatches and vanishes in a puff of anime-style "makin tracks" dust- This will be perfect as the backdrop for all those damned "can't put the arch there.. wedding pics will have a bubble blower behind them" wedding pictures!

Aparently there's nothing in the .rar file
Oh and the only things that worked from the teen bedroom set is the bed and the table the old elven bedroom set work completly

you seem to be on mostly at the busy times of the day (evenings in Europe)
try downloading at a different time of the day. I find mornings to be very 'calm', for instance.
Or wait till the holiday rush is over, which should be any day now :D
