sorry if i post not in the comments but it says that the commendt were disabled...

download the file. open your documents folder->electronic arts->the sims 3->savedsims
extract the file u downloaded the sim into savedsims and it should work.
(please note that if the downloaded file is a .rar file it will have to be extracted)
