No, it's one or the other. Study Skills Faster enables Sims to study all skills including special life skills fairly fast as it is stated in the description. Modified Study Skills Faster enables Sims to study only the special life skills fairly fast. The normal skills are studied at the normal rate (Maxis).

Don't use both in the game at the same time.

Is FreeTime required? I'm confused. I only have The Sims 2 Deluxe (base game and nightlife), The Sims 2 University, The Sims 2 Seasons, and The Sims 2 Open for Buissness.

Does this mod work with Base Game & Night Life? Or Do I need Free Time?

The mod is backwards compatible meaning it will work with the base game + Night Life. You don't need Free Time to install this mod. It just won't show the extra skills and bookcase with the gold book atop it. The extra skills from Free Time are Parenting, Couple Counseling, Fire Safety and so on.
