I have found a tutorial on how to build dive sites, but what I want to build is a city that can live underwater.
So I want to make light to simulate the underwater water lines. The sky is changed to look up from the water and see the sky map through the water.

Well, I don't know of a tutorial, but this is the thread where we tried to figure out everything about the sea and sky parameters. I used this information to make my overrides for Jericho; where I made custom skies and changed the water colour and direction.

Probably the best thing for you to do is to open up the sea and sky parameters for the EA worlds to see how it was done. You can download some of them at the bottom of this post:

You could also open up the files of any lighting mods you have that you like to see how they did it.

Mermaidia is the only world I have seen so far that captured an underwater feel to it, possibly about as well as can be done?

I love unique worlds like that, Cronor, and I am now playing Woeford. Mermaidia is so well done. They all are.

You could extract the lighting files from Mermadia and see how they did it too.
