Autonomy for Non-active Households
Is there any way to turn off autonomy for non-active households?

Not completely that I am aware. Part of TS3 is open world, so when your Sim goes somewhere, other Sims also show up, or may go to the store, library, bar, etc, so the town is more "alive". Sims also tend to eat, sleep and use toilet. Children and teens go to school. Most autonomy settings are for active Sim or household.

I don't think it's completely possible to make the inactives stop living completely. The neighborhood would otherwise be a ghost town.
