@nitromon is probably going to be better at helping you with this than I am.
First I would close everything out using task manager. Restart your system and try launching again. Don't open anything else on your computer. (If you haven't already tried this)
Second here is a thread I found that might help you. https://modthesims.info/t/379814

Most crash logs, with or without the analyzer tools, are generally useless. The part about Access Violation means a RAM address, not file access. Essentially RAM fills up with nonsense until the operating system tells the game, "You're drunk, it's time to go home" and crashes the game for us before we hurt ourselves (or something like that). The logs rarely to never tell us why this happens when it does so we usually have to look elsewhere for the cause(s).

However, this one does have a significant piece of information.

Memory load: 86%
Total physical memory: 3463 Mb
Available physical memory: 455 Mb

The game is not stable on modern operating systems that are running on 4 GB of RAM or less. I can't say this is exactly why it crashed this time, but as we have discussed at length in other threads just recently, troubleshooting this game on systems running that tight on resources becomes less than helpful because something or other is always going to go wrong or else a limited resource crash, or just as bad an Error 12 upon trying to save, is always just around the corner. So in other words, limited RAM becomes impossible to rule out.

Any chance for a (relatively) inexpensive RAM upgrade to maybe at least 8 GB, assuming a 64-bit operating system and a system board that can take such an upgrade?

Nah it's alright, it's how it is nowadays a lot of times people just refuse to listen. But it's good for him to test through any other options he may think of, such as using that software to squeeze out as much RAM as possible (I call it squeezing out every drop of a lemon). I don't have a problem with that, in fact, I encourage young people to not give up so easily. However, I'm sure in the end, he'll come to the same conclusion as the rest of us. He was stubborn, but he was not disrespectful, so I'm cool with it.

I get that. I struggled at the beginning of playing Sims 3. I'm a Software junkie but hardware on a system I'm not that knowledgeable. I finally a few years ago gave up struggling to make my gaming tower run Sims 3 and bought a gaming laptop I had been coveting. It's overkill for Sims 3 but at least I can play it with better graphics and it runs smoothly. I actually felt so bad for him I wanted to send him the ram he needed.
