Solved somewhat. I made another buisness district with Belladonna terrain so my Sims can use your house. LUV the colors you used and the dormers.

Something wrong with this house because in the game, it won't let me place it by water and its very frustrating....It won't work in any of the neighbourhoods and even one I made by water. What do I do? Please help.
