Default WCIF Slower skilling mod (for a particular sim / for zombies) [found]
I have a zombie sim that keeps trying to get good at stuff, and I think it would make sense if rotting in the ground for years hindered his cognitive ability.
Is there something like a trait/item that would decrease his learning speed? Or a mod that would decrease the learning speed for all zombies?

You specifically want the skill speed mod. It makes zombies skill slower.
