Nope.
Here's some guidelines for buying a computer suitable for TS3 + all EPs.
Processor: Get an Intel i5 or better.
RAM: Get 6GB of RAM or more.
Operating system: Win7 64bit is preferred over Win8 64bit. Choose Win8 64bit over Win7 32bit if you cannot get Win7 64bit.
Graphics:
Two companies make gaming graphic cards, AMD and Nvidia.
AMD: Every year or so AMD releases a new generation of video cards. Last year was the 7000 series. They were named 7750, 7850, 7950 etc. The year before that was 6000 series, and before that 5000 series etc.
Within the 7000 series you have multiple cards ranging from very weak, only used to watch high definition videos, to very strong to play the most demanding games at the highest quality. Obviously the most powerful ones were also the most expensive ones. The 7310 you mentioned is one of the cheaper, and weaker, ones. It was not designed for playing games.
The AMD cards you should look for are:
From the 7000 series: 7750, 7770, 7850, 7870 or better
The following AMD cards are also acceptable, even if their naming follows a different pattern: R7 260X, R9 270X, R9 280, R9 280X
Nvidia: Similarly to AMD, every year or so Nvidia releases a new generation of video cards. Last year was the 700 series. The 700 series includes, or will soon include, GTX 750, GTX 750 Ti, GTX 760, GTX 760 Ti, GTX 770 etc. The year before that was the 600 series, and before that the 500 series.
As with AMD, Nvidia has released cheap weak cards for watching high definition videos and powerful expensive cards for playing games, and a range of cards at different prices to fill in the gaps between the two extremes.
The Nvidia cards you should look for are:
From the 600 series: GTX 650, GTX 650 Ti, GTX 650 Ti Boost or GTX 660 or better
From the 700 series: GTX 750, GTX 750 Ti, GTX 760 or better
