Ok, well the first step is "Get a rar extractor", which has nothing to do with finding anything on your computer. So pleased tell us what you are actually stuck on.

The Sims 3 is the root folder. There is no folder named "root folder".

Just open My Documents, and paste that into the bar at the top that says "My Documents" (like the url bar in an internet browser). If you don't see that bar, go to My Computer, go into C:, go into Program Files etc.

Is your machine running XP or Vista? Vista should be.....

C:\Program Files(x86)\Electronic Arts\The Sims 3

If you aren't running Vista, exactly where are you getting stuck?

You did download and install the resource.cfg file as outlined in the tutorial? You did 'extract' the contents...right?

Ok, so you've put the resource.cfg in the right place... have you actually got any custom content in C:\Program Files\Electronic Arts\The Sims 3\Mods\Packages?

Well I dunno. Is it there already? If so, probably not. But you do need to put something in it.

My best explanation of how to use the custom content:
STEPS
1- Go to: Program Files> Electronic Arts> The Sims 3
2- In "The Sims 3" folder create a new folder named "Mods"
3- Open the new "Mods" folder
4- In the "Mods" folder, create a new folder called "Packages"
5- When you down load files, find the files with "packages" at the end and place them in the "Packages" folder.
6- Download the "Resource.cfg" file available at: http://www.modthesims.info/showthread.php?t=342820
7- Place the "Resource.cfg" file into Program Files> Electronic Arts> The Sim 3

Start the game and see if it works! If not, make sure you followed the steps.

Yep, the OP has read that already, and apparently not understood it.

The folder name is "Mods" not "Mod" btw. That little "s" on the end makes all the difference in making it work or not.

I believe the sentence "You did download and install the resource.cfg file as outlined in the tutorial?" is meant to be parsed as

"Did you download and install the resource.cfg – the way it is outlined in the tutorial?"

and not

"Did you download and install the resource.cfg into the tutorial, as outlined?"

In other words, your search for a "tutorial folder" may be in vain.

OP- You do not need a "tutorial folder".

Hey try it with the "s" now. ^_^ Sorry about that. I typed in too much haste.

1- Go to: Program Files> Electronic Arts> The Sims 3
2- In "The Sims 3" folder create a new folder named "Mods"
3- Open the new "Mods" folder
