Do you know if this is mods that reduce the total cost of the lifetime happiness points you need for rewards?

No, it does not reduce the number of lifetime happiness points need to get rewards.

I can do that. I was going to wait until I did the get higher or lower point for job promotion. I was waiting to do that until I found someone willing to test it. I don't play the the game much. I play with it instead. I'll go work on that for you now.
