Edit rubric TS3 Worlds: Quality - Flat lots

Made "lots not flat but good" a 5 star because, let's face it, it's none of our beeswax whether you decide to make perfectly flat lot or funky carefully-sculpted hilly ones. Also added a 3 star.

Added second red star for repeatedly failing to make all the changes requested. Edited 2 star rating to reword "removed the upload" since you cannot reject without any red stars.

Edited Common Rubrics - User is Banned - now titled Other

Reason: To make it more of a catch-all for the random stuff that comes up occasionally. "User is banned" is now a 1 star option, alongside 'we don't host content for that game' and with wrong category as a 2 star. The wrong category one should not be used for Changes Required, since users cannot change the category on their own.

Broke TS3 CAS - Quality - CASt Presets and TS3 CAS - Screenshots - CASt Presets

Because we haven't ever used them, and they keep getting accidentally ticked and potentially confusing creators. They still apply, and will still be used if anyone actually uploads any CASt presets.
