noob question, but how can I use this house? Do I just extract it to my 'mods' folder and it'll automatically be in my saved library?

no in mod folder,
you must extract to your tray folder
\Documents\Electronic Arts\The Sims 4\Tray

you used cc on this house right? what would happen if I dont have these cc myself? would the game remove them from the house or would the game not let me use it at all?

if you dont have cc and expansion pack,game pack, and stuff pack. but you have the last version you can play this house.but some object will be remove from house

you can find this lot in your library.
then click advance search.and click include custom contents.
so lot will appear in your library

version 1.13.104.1010
so if you have this version or latest patch it will work
