Makes no sense if it's not even snowing out and the Penguin comes along with snow on its head.

This is indeed an improvement. I never liked the giant penguin appearing in winter. A tiny snowbird would have made more sense, but this does look so much better.

Do they get covered with snow when it's snowing?

@nickgirdy55 No, they don't. And nothing (except for the ground) in The Sims 2 does as far as I know – snow coverage depends of snow on the ground.
