Did you mean recolors are only allowed for personal use, or can they be shared? The way it's written is a bit confusing.
Creator Musings is a Sims 4 modder, poser/animator, and CC creator hangout server (though everyone is allowed) with a tutorial/resource directory, help channels, and mod/cc/sims 4 news channels!

Nice dress. My Medieval maid wears it a lot. The only thing I would like to see improved is a bit more color, as it appears dull in my game. xoxo

The author allows personal recolors. Sims 4 Studio's forums have a lot of great tutorials that can help you make a simple recolor for your game
