I FIXED IT!!! And at this point, I'd argue it doesn't actually require OFB at all! I was going through adding sub-menus to various foods and figured if I stuck this one in my newly-created "cakes" sub-menu, then at least I'd know which "Layer Cake" was the custom one (ie this one, since it'd be in the sub-menu). But the sub-menu on this food was being stubborn, much like the sub-menus on a lot of the foods I was attempting to sub-menu. And it turns out UK English was the issue! This cake was still listed as "Layer Cake" in the English UK strings, which were the ones I had to edit in order to make the sub-menus work for the "stubborn" foods, so I changed the "Layer Cake" there to say "Pavlova," and now not only does it show up in the sub-menu with the rest of my custom cakes, but it shows up as "Pavlova"!!! This food is now 100% working in my game, literally ever single aspect from fridge menus to ease of fulfilling "learn how to make..." wants. :lovestruc

A pavlova really, really should NOT be steaming. It's a cake sized meringue with whipped cream and fruit topping, none of which ought to be hot enough to steam. Frankly, I'm terrifed.
