I think it is.. what I think it does is basically unlock the lock traits. The reason is in Polish is maybe the person plays the game in Polish but that should not affect the language of the traits for you after downloading.

There is mod "adopt teenagers" which MTS delete from here.
My next mods will NOT appear on MTS - only on my site.
