I can look into it. If you have MC Command Center, a workaround I found is this:
  • Select the Sim you want
  • Select MC Command Center
  • Go to MC Control
  • Select your Sim
  • Go to Main Interactions
  • Select "Adopt as Caregiver"

However, unless they're in your household, you won't get the acquired bits upon aging up (such as Parented Passively, [Parent] Dearest, Punishing Parent, etc.)
