i think my IQ might be a bit low cause i can't figure out how to use these, how does one tag a lot with these? i have tagger but there is just a bunch of buried undocumented settings

You use these the same way you set any community lot type. It just adds custom community lots into the game, basically.

This really helps with the immersion. Speaking of which, do you think it's possible to create a church lot type?

Absolutely. I haven't made one because I use Olomaya's Peteran Religion mod which adds the career to the Mausoleum Rabbithole. For my medieval play, I changed the icon for the Mausoleum to be more church like in my own game. But I can definitely make a custom Church tag.
