This classic yet modern pattern is called asanoha ("hemp") in Japanese. This wallpaper comes in two versions, one with paneling and a decorative frieze at the top, and another with just the paneling. It is part of a series that includes the same pattern combined with tiles and on its own.
It comes in 5 colors, and it has appropriate specular and bump maps, so it's very shiny!

It can be found under walls->paneling, and costs 2 simoleons. (Cheap!)

Just the wallpaper on its own can be found here
And the wallpaper with tiles can be found here

I derived this pattern from an original by a wallpaper company named Bradbury & Bradbury.
