Default How do you change npc
I was just wondering but how do you change the npc appearance. I want to change them to the one from all about style and I’m trying to make a historical save and not have anyone modern sims out of place

Easiest way is to use defaults for the hair and clothes.

If they're the NPC Characters from All About Style, then it says in the first post:

I've had problems with Sim Wardrobe's NPC Replacer, so I couldn't help you with that. But there's a tutorial on making default replacements, here. https://le-plat-du-jour.livejournal.com/22703.html

It means that downloading these files won't automatically replace NPCs, you'll have to use another hack or program for that like @Charity mentioned.

I've never made a default replacement myself, but that guide is for making default replacements of NPC clothing, which seems to be what you want to do.

Have you looked for existing defaults for the npcs outfits? Depending on the time/look you are going for, somebody may have already created and shared defaults that would work for your setup. https://sims2defaults.dreamwidth.org/ is a good starting place for looking.

If you are looking for regency period, there is large set of replacements here: https://gardenofshadows.org.uk/gard...09380#msg709380

Plumbob keep has a fair number of NPC defaults; most are medievalish: https://www.medievalsims.com/forums/viewforum.php?f=74 The directory above that one has sections with object defaults and defaults of other outfits - some defaults are meant to go with medieval setups, some with other time periods, and some are for fantasy worlds.
