found this again. Didn't think I still had this 'hood. I did admittedly put a lot of detail and effort into this. Originally, I wanted to upload it but came across two problems; a disappearing grave which I still can't seem to fix/recover, and the amount of cc used is close to 2GB. Good to know I still have this; I was almost certain it got lost in a bad file backup.

Thanks! Good news is I was able to restore the disappearing grave of Vincente Cortez. apparently, the grave somehow got moved to an 'invalid' neighborhood. I'm thinking this might have happened because of me changing internal neighborhood ID of Plot of Land from N001 to HVPL so the game got confused.
