The blonde hairs are familied together, which can cause this sort of issue. You normally want just one of each color in a hair family, or the game (or Bodyshop) gets confused about which hair it's supposed to pull.
A quick way to go around this issue is to delete either the "afhairjulie_blond" or "afhairjulie_julieblond" PropertySets in the file with
SimPE (depending on which of the blonde hairs you want to use as a base), then try recoloring using the edited file.
(It's possible you'll have to remove some more resources from the file, although stay away from the 3DIRs - just say if it's not working with the PropertySets and I'll have another look)
When you're done, you can replace the edited file with the original one, so you'll have both the blondes.
It is possible you'll get issues with the original recolors ingame - a while back I had a few hairs that were binned like this, and sometimes teens would grow up to YA wearing a different hair tone).

Another way is to extract the textures with SimPE, and use one of the other colors as a base, then fix the hair later so it properly registers as a blond hair.
