I have made some checks, and even without any mods, school buses and cars will not appear when I should go to work or go to school, and I can only drive to the location by myself. However, whenever school is over, the school bus comes back and brings my sims back, as if everything is normal. If you use Chris Hatch's Slow Time Controller, there's an updated version that fixes an issue that can cause carpools to fail to show up (amongst other things). I've had this issue.

The carpool suddenly stopped arriving after the weekend, which was resolved after I moved the family out and then in again. The school bus issue affects me even more. Now instead of entering through the car door, the sim walks to the front of the car and disappears.
