Default List of mods pops up upon load...
... but none of them are functional. Any tutorial I seem to find is where to put them, and what updates work.

Your files are zipped. You have to unzip the files and place the .packages and .ts4script into the mods folder. The game CANNOT run files that are still in zip folders, even if it's able to show them in the list.
