This folder is from my older installation of the game. And it has Suburb packages. The images show the witches houses, 3 EA terrains and Riverblossom Hills.
Can I delete it from my folder without causing any issues?
This neighborhood is empty of Sims. But it has 14 character files in it. Checking with Simpe, it shows stray cats and dogs.

I would not remove those files. Those "suburbs" are the stealth templates from expansion packs. They add the following:

• Pets: strays plus the Crittur and Roseland families
• Weather: garden club NPCs, Ramaswami and Ottomas families
• Exotic Destinations: tourist townies and the Traveler family
• Hobbies: secret hobby lots, hobby instructor NPCs, Picaso and Cooke families
• Magic: high evil and good witch NPCs, the evil and good magic lots (Palace of Neverending Light and Fortress of Eternal Darkness), social group townies (jock, bohemian, etc), and the Gavigan, Newsom, Goodie families

Even if you've replaced the stealth hood templates with clean/empty templates, those suburb files will still be generated by the game upon loading the neighborhood for the first time.

First, you can safely delete all of the suburbs. I have and all the game does is recreate them all.

I have blank and empty templates and there's no problem getting them restored.

N008- is that one of your own neighbourhoods? Are we looking at your Documents folder here?

If so, then you can't just delete a suburb from a neighbourhood without doing some extra bits, but you can safely delete the whole hood (all files titled N008) if you no longer want it.
