Sims can stargaze and look through telescopes, but I haven't seen moon or stars in the game. I guess that would be overkill to compute the constellations. We can't even see the ceiling of a room...

If you push tab you can rotate the camera so that you're looking up at the sky.

No, just move your mouse to rotate the camera. You'll see once you try it.

Nope, just press tab and look up. (press tab again to reset)
I'm not sure if the moon is in cycles (half moon, full moon etc), and I'm not sure if clouds can block it.

GunMod's camera mod alows you to see the moon without going into free camera mode. You can find it here: http://www.modthesims2.com/showthread.php?t=97642.

The moon might be opposite the sun. That is it might be in the 'east' at sunset and the 'west' at sunrise.

darksky
i doubt you have messed up your game so that the moon can't be seen
it really is just a case of tilting the camera as far up so you can see the stars then panning round. it will come into view eventually

i've never seen a sun i have to admit
it took me a while to find the moon because it can be a bit disorientating when you are just passing a load of stars with no point of reference. i don't know what to suggest other than whats already been said though

Darksky's sky really is dark, then. Maybe you need to bump up one or more of your graphics options?
