indeed. but there's way more to it: teens and young adults can do everything adults can do, like doing woohoos or getting married. some things, like marriage, are only available to teens older than 18, i.e. when there are 7 or less days left before they age. but you can customize most of that with special flavor packs.
plus, every sim gets their own biological clock. if you use it, you can get a sim pregnant without woohoo or testingcheats, or make them have an abortion (no memory) or miscarriage (bad memory and mood).

btw, what actually is the point of getting the insiminator? i mean, you can make a sim age using testingcheats too.

You can do way more than that with the insiminator. It's actually the Boolprop code in objects and without the problems you can have with the code. I have the insiminator and I used the boolprop code a few days ago, but I got problems with it so I will stuck with the insiminator.
