This user has the following games installed:

Sims 2, University, Nightlife, Open for Business, Pets, Seasons, Bon Voyage, Free Time, Apartment Life
Default Bon Voyage Locals never dance
Whenever I go to a vacation lot or hotel no locals ever start dancing. Years ago they used to come and dance but it having to do with CC doesn‘t really make sense

Have you checked if you have any mods that reduce/remove the dancing? Some larger fixing mods (by Pescado or similar) could have undocumented features that cause it to happen.

Specifically, the MoreAwesomeThanYou download by Pescado includes a no vacation dancing hack. Easy to overlook when you look through all 165 or so hacks for ones you don’t want. I generally remove half a dozen or so.
