Create a World's full potential cannot be realised without the clever use of S3PE. This program allows you to change things in your world that EA didn't want you to; sky color, ocean color, sun color, world designation(is your world a city or town), and plenty of other clever little aspects of your world that you can change to make it more interesting and engaging.
A lot of this material has been collected from different websites/forums and reworded slightly to be more comprehendable to the average CAW user. Changing Your Surroundings
Without this aspect, Bridgeport and Twinbrook would look completely different. If you choose a different ocean color, it portrays a completely different atmosphere to another colored ocean. For example, if you were doing a tropical island, you might benifit from changing the color of your ocean to a brighter, richer blue. As actual used examples, here is what EA did to Bridgeport and Twinbrook.
- Bridgeport is seen as a depressing city surrounded by grey cliffs and this is reflected in the grey sky and ocean.
- Twinbrook gives off a sort of swampy depressed vibe. Not nearly as strong as the depression that Bridgeport portrays but just as important in the overall scheme of things.
Ocean, Sky and Sun Color
As far as I can tell, this was discovered in early 2010 by a user named Claeric at MTS.info. He originally set out to change the color of ocean, sky and sun color in pre-installed worlds. Building on that, various users worked out how to change these in yet-to-be-installed worlds as well. You will need S3PE and CAW.

Weather Occcurance
Although not entirely the kind of weather that we, as Sims players wanted for TS3, you can have sunny and cloudy days in the game. EA did it in Sunset Valley and you can do it with your custom world. Basically you will be changing some codes so that you increase/decrease/change the possibility of that type of sky occuring.
Flyby
You know when you load one of EA's worlds for the first time and you're confronted with what seems like a camera flying over the world? This is whats referred to as a 'Flyby'.
