I get really annoyed when I have new adults that I have to stop and build a new house to put them in. So I made a starter house that will fit in the 20k simoleons budget. It is furnished, though not decorated. It is unoccupied.

This was based on an apartment I had when it was just me, I wouldn't advise moving more than two simmies into it.
